Rental Policies

The following Rental Policies apply to all vehicle rentals conducted by City Moon Business. By booking, collecting, or using a vehicle provided by the company, the renter confirms that they have read, understood, and agreed to these policies.

1. Eligibility
1.1 The minimum age to rent a vehicle is generally 21 years, unless a higher minimum age is specified for a particular vehicle category. Certain vehicles may require the driver to be 25 years or older.
1.2 The renter must hold a valid driving licence that is legally accepted in the Sultanate of Oman for the full rental period.
1.3 The original driving licence and valid identification documents must be presented at the time of vehicle pick-up. Expired, invalid, suspended, or unacceptable documents will not be accepted.
1.4 City Moon Business reserves the right to refuse rental if the customer does not satisfy the company’s identification, licensing, eligibility, document, or verification requirements.
2. Reservation Confirmation
2.1 A reservation is considered confirmed only after City Moon Business receives the required payment, deposit, or any other confirmation accepted by the company.
2.2 Once confirmed, the selected vehicle category and rental dates are reserved specifically for that customer and may no longer be available for other bookings.
2.3 Vehicle availability remains subject to operational requirements, document verification, and final approval by the company at the time of delivery or collection.
3. Rental Duration and Extensions
3.1 Rental charges are calculated on a 24-hour basis, starting from the exact time of vehicle pick-up, unless otherwise agreed in writing.
3.2 A delay in returning the vehicle may result in additional charges. Late returns may be charged between 1 OMR and 6 OMR, depending on the vehicle type and the duration of the delay.
3.3 Any delay exceeding 4 hours may be treated as a full additional rental day.
3.4 Requests to extend the rental period must be submitted to City Moon Business in advance and are subject to approval and vehicle availability.
3.5 Unauthorized rental extensions may result in additional rental charges, penalties, recovery of the vehicle, cancellation of future extensions, or other action permitted under the rental agreement.
3.6 To avoid delay or unapproved extension charges, the renter should notify City Moon Business as early as possible if an extension is required.
4. Vehicle Pick-Up and Return
4.1 Vehicles must be collected and returned at the agreed date, time, and location.
4.2 The renter must return the vehicle in substantially the same condition in which it was received, subject to fair wear and tear.
4.3 Upon return, the vehicle must have the same fuel level as at pick-up and must be returned in a reasonably clean condition.
4.4 If the vehicle is returned late, dirty, with less fuel, or with damage beyond normal use, the renter will be responsible for the applicable charges.
4.5 City Moon Business reserves the right to inspect the vehicle after return and to assess any outstanding fees, damage charges, penalties, fines, tolls, parking charges, or other amounts linked to the rental period.
4.6 Early return of the vehicle does not entitle the renter to any refund for unused rental time or unused rental days unless City Moon Business expressly approves otherwise in writing at its sole discretion.
5. Use of Vehicle
5.1 Vehicles may only be driven within the Sultanate of Oman unless prior written approval is obtained from City Moon Business.
5.2 Approval to take the vehicle outside the Sultanate of Oman is limited to Omani nationals and Oman-resident expats, subject to prior approval by City Moon Business and any applicable conditions.
5.3 The renter shall not use, or permit the use of, the vehicle for any unlawful, prohibited, or improper purpose.
5.4 The following uses are strictly prohibited:
- off-road driving or use on terrain unsuitable for the rented vehicle
- racing, drifting, speed testing, or competitive driving
- overloading the vehicle beyond its permitted passenger or weight capacity
- towing, pushing, or pulling another vehicle or object without written approval
- use by any unauthorized driver not approved by the company
- use of the vehicle while under the influence of alcohol, drugs, or any prohibited substance
- use of the vehicle for ride-sharing, taxi services, delivery operations, or any other commercial purpose unless expressly approved in writing by City Moon Business
- unauthorized modifications to the vehicle, including decals, stickers, wraps, roof racks, spoilers, mechanical changes, or structural alterations
5.5 The renter is fully responsible for all consequences arising from prohibited, unauthorized, or improper use of the vehicle.
6. Fuel and Basic Care
6.1 Vehicles are provided with a recorded fuel level and must be returned with the same fuel level.
6.2 If the fuel level is lower at the time of return, refueling charges or other applicable charges may apply.
6.3 All vehicles use petrol. Certain vehicles may require M95 or higher. For 4×4 vehicles, M95 or higher is mandatory. The renter must always use the correct fuel type specified for the rented vehicle.
6.4 During the rental period, the renter is responsible for taking reasonable care of the vehicle, including monitoring warning lights, tyre condition, fluid levels where appropriate, and general safe operation.
6.5 Any damage or mechanical issue caused by neglect, misuse, overheating, improper operation, or failure to respond appropriately to vehicle warnings shall be the responsibility of the renter.
7. Accidents, Damage, Breakdown, and Repairs
7.1 Any accident, collision, theft, damage, warning light, malfunction, overheating, or breakdown must be reported to City Moon Business immediately.
7.2 In the event of an accident, the renter must also report the incident to the Royal Oman Police (ROP) and obtain an official police report where required.
7.3 The renter must not carry out or authorize any repair, replacement, or service without the prior approval of City Moon Business.
7.4 All repairs shall be arranged or approved by City Moon Business or by approved service providers only.
7.5 Where the renter is at fault, the renter may be responsible for repair costs, recovery costs, loss of use, related expenses, and any other applicable charges, subject to the rental agreement and applicable insurance terms.
7.6 If the vehicle remains out of service due to damage caused by the renter, City Moon Business may charge the daily rental rate for the period during which the vehicle is unavailable, where legally permissible and contractually applicable.
7.7 If serious damage occurs and the loss is not covered by insurance due to breach, misuse, negligence, unauthorized driving, or excluded conduct by the renter, the renter may be held responsible for the full loss to the extent permitted by the rental agreement and applicable law.
7.8 If the vehicle breaks down during the rental period, City Moon Business should be contacted immediately. The renter will be responsible for repair costs only where the breakdown is caused by the renter’s fault, including negligence, misuse, or failure to take reasonable care of the vehicle.
8. Traffic Violations, Police Cases, and Legal Responsibility
8.1 The renter is fully responsible for all traffic violations, traffic fines, parking charges, toll charges, impound fees, legal penalties, and other government-related charges arising during the rental period.
8.2 City Moon Business does not charge an additional administrative fee for processing traffic violations.
8.3 For renters with an Oman or GCC national ID and driving licence, traffic fines may be transferred directly to the renter’s national ID and driving licence, subject to applicable procedures.
8.4 For renters without a GCC national ID and driving licence, traffic fines and related charges may be deducted from the security deposit. If the total charges exceed the deposit amount, the renter remains responsible for paying the balance due.
8.5 If the vehicle is impounded, seized, detained, or held by the police or another authority due to the renter’s act, omission, negligence, or violation, the renter shall bear all associated fines, fees, recovery costs, and related expenses.
8.6 The renter is responsible for compliance with all traffic laws and regulations applicable in the Sultanate of Oman.
8.7 Any complaint, police case, legal issue, or liability arising from the renter’s possession or use of the vehicle during the rental period shall remain the renter’s responsibility, except to the extent caused directly by the company’s own fault.
9. Insurance Coverage
9.1 City Moon Business vehicles are provided with comprehensive car insurance, subject to the applicable policy terms, limits, exclusions, and insurer requirements.
9.2 Insurance may include the following:
- Loss and Damage Waiver (LDW): In the event of accidental damage, the renter’s financial liability may be limited to 150 OMR if the renter is 25 years or older, and 200 OMR if the renter is under 25 years old, subject to compliance with all rental terms and insurance conditions.
- Third-Party Liability Coverage: This provides protection in relation to covered third-party injury or property damage, in accordance with the insurer’s policy terms and legal requirements.
9.3 Minor repairs, scratches, or small damages are not covered under the LDW liability limit and remain the renter’s responsibility.
9.4 For repairable damage, the renter may be responsible for the actual repair cost where that amount is lower than the applicable liability limit.
9.5 Insurance coverage does not apply, or may be reduced or rejected, in cases including but not limited to:
- off-road use or use outside permitted areas
- reckless driving, racing, drifting, or dangerous driving
- driving under the influence of alcohol or drugs
- use by an unauthorized driver
- intentional damage, misuse, gross negligence, or serious breach of the rental terms
- damage or loss arising from prohibited or commercial use not approved by the company
- loss of, or damage to, personal belongings left inside the vehicle
9.6 If assistance is needed to complete insurance procedures, an agent may be able to assist. Agent charges may range from 30 OMR to 100 OMR, depending on the complexity of the case.
10. Cleaning, Smoking, and Pets
10.1 The vehicle must be returned in a reasonably clean condition.
10.2 If the vehicle is returned excessively dirty, stained, sand-filled, soiled, or with strong odors, cleaning charges may apply depending on the condition of the vehicle and the level of cleaning required.
10.3 Standard cleaning charges may apply for normal additional cleaning needs. If special or deep cleaning is required, higher charges may be applied accordingly.
10.4 Smoking inside the vehicle is strictly prohibited.
10.5 If the vehicle is returned with smoke odor only, a 20 OMR smoking penalty may be charged.
10.6 If smoking results in burns, stains, ash residue, or other smoking-related damage, additional cleaning, repair, or restoration charges may apply depending on the extent of the damage.
10.7 Pets are not allowed in the vehicle unless prior approval has been obtained from City Moon Business.
10.8 If the vehicle is returned with pet hair, odors, stains, or other pet-related condition issues, cleaning charges may apply depending on the level of cleaning required.
11. Booking, Cancellation, Changes, and Refund Policy
11.1 Once a reservation is confirmed, the selected vehicle category and rental dates are reserved specifically for that customer.
11.2 If the customer cancels a confirmed reservation, the amount paid to secure the booking shall be non-refundable.
11.3 This policy applies because City Moon Business reserves the requested vehicle category and rental dates in reliance on the customer’s confirmed booking and may lose the opportunity to accept other reservations for the same period.
11.4 Failure to collect the vehicle on the agreed pick-up date and time, without prior approval from City Moon Business, may be treated as a no-show, and the booking amount paid may be forfeited.
11.5 No refund shall be issued for:
- customer-initiated cancellation
- no-show
- shortened rental period
- unused rental days
- early return of the vehicle
11.6 A customer may request a change to a booking instead of canceling it, but all requested changes remain subject to vehicle availability and company approval.
11.7 Booking modifications, including changes to rental period, vehicle category, accessories, or other details, may result in additional charges depending on the nature of the change, applicable rates, and availability.
11.8 Any refund shall only be considered where City Moon Business cancels the booking, is unable to provide the booked service, or expressly approves a refund in writing at its sole discretion.
11.9 Where a refund is approved, the processing time may vary depending on the payment provider, card issuer, bank, money transfer service, or financial institution involved.
11.10 Any approved refund may be subject to deduction of non-recoverable bank charges, transfer fees, card commissions, payment gateway fees, money transfer charges, administrative charges connected to the payment method, and currency conversion costs, where applicable.
12. Security Deposit
12.1 A refundable security deposit of 75 OMR may be required for visitors and tourists who do not hold a valid GCC driving licence and valid GCC identification document acceptable to City Moon Business, in accordance with the company’s document and eligibility requirements.
12.2 This security deposit is collected as protection against outstanding traffic fines, traffic violations, toll charges, parking charges, penalties, or other unpaid amounts connected with the rental period.
12.3 Subject to verification that no outstanding charges remain, the security deposit will normally be refunded within 2 to 3 weeks after the vehicle is returned.
12.4 City Moon Business reserves the right to retain, deduct from, or delay release of the security deposit until all traffic fines, government charges, and related liabilities connected to the rental period have been identified, transferred, cleared, or paid.
12.5 If the outstanding charges exceed the amount of the security deposit, the renter remains responsible for paying the balance due.
13. Additional Drivers and Accessories
13.1 Only authorized drivers listed in the rental agreement are permitted to drive the vehicle.
13.2 Additional drivers may be allowed, subject to approval by City Moon Business.
13.3 Additional charges may apply for additional drivers depending on the vehicle type and rental terms.
13.4 Child seats, booster seats, Wi-Fi hotspots, and other approved accessories may be available for an additional fee, subject to availability.
13.5 Accessories should be requested in advance during booking or before vehicle collection to help ensure availability.
13.6 Refunds for unused accessories may be considered only in certain cases, depending on the terms agreed at the time of booking and whether the accessory was unused and returned in its original condition.
14. Vehicle Withdrawal and Recovery
14.1 City Moon Business reserves the right to withdraw, recover, or repossess the vehicle without prior notice where reasonably necessary, including but not limited to the following cases:
- unauthorized extension of the rental period
- non-payment of rental charges, fees, or penalties
- misuse of the vehicle or breach of these Rental Policies
- failure to provide valid documents or cooperate with company verification requirements
- circumstances suggesting risk to the vehicle, third parties, or the company’s rights
14.2 Any recovery, repossession, towing, transport, retrieval, or related operational costs may be charged to the renter.
14.3 City Moon Business shall not be responsible for personal items left inside the vehicle following withdrawal, recovery, repossession, or return.
15. Customer Acknowledgment
By proceeding with the rental, the renter confirms and agrees that:
- they meet the applicable age, licence, and document requirements
- the vehicle will be used only in accordance with these Rental Policies
- they are responsible for fines, tolls, parking charges, violations, misuse, damage, and other charges arising during the rental period
- only authorized drivers may drive the vehicle
- confirmed bookings may be non-refundable in accordance with the company’s cancellation policy
- additional charges, deposits, or verification requirements may apply depending on the renter’s documents, age, vehicle category, payment method, and risk profile
